DPS Update
The House of Representatives this week passed a $48.7 million supplemental budget appropriation to keep Detroit Public Schools open for the remainder of the school year, along with a companion bill that would allow the Detroit Financial Review Commission to oversee DPS finances in addition to its current role providing financial oversight to the City of Detroit as it emerges from bankruptcy. The bills moved quickly through the House, and the Senate intends to move bills next week and send the legislation to the Governor for his signature in order to address recent testimony from Detroit Transition Manager Stephen Rhodes that DPS will not be able to meet payroll obligations after April 8.
The Senate is expected to attempt to move not only the DPS supplemental next week, but potentially an overall package of DPS reforms as well. Legislators from both parties continue to meet daily to work on potential reforms.

Senate Education Committee Update
The Senate Education Committee held another hearing this week with respect to Senator Pavlov’s S-3 revisions to the 3rd grade reading bill. MEMSPA supports Senator Pavlov’s changes, and we are encouraging members to call their State Senators to share our support. Karoub has prepared a short one-page summary of the changes and rationale for our support to help with our advocacy. The committee will be meeting next week to take testimony with respect to the ongoing efforts by the State School Reform/Redesign Office to address academically failing schools. When the committee returns from spring recess in April, we look forward to further consideration of the reading bill as well as testimony on the House-passed package of reforms to mentoring, professional development, and continuing education, House Bills 5156-5159. We expect action on all three issues before the Legislature breaks for the summer in early June.

MEMSPA Lobby Day Next Week
MEMSPA will hold our spring lobby day in Lansing next week Tuesday, March 22. We will be meeting with legislators to discuss our support of Senator Pavlov’s S-3 revisions to the 3rd grade reading bill as well as early childhood curriculum and the professional development/continuing education/mentoring reforms that recently passed the House and are awaiting action in the Senate Education Committee.
With potential action on the K-12 budgets in House and Senate Subcommittees next week, we expect a busy week and much to report before the Legislature adjourns for the spring Easter recess for two weeks starting onMarch 28.
